The article enumerates reasons for the necessity to create a system of specialized professional training to prepare managers capable of implementing an efficient personnel policy in the system of public administration. The author suggests ways to improve the efficiency of professional training of managerial personnel and develops a methodology algorithm for the system of personnel pool management.
