This article analyzes the relationship between the selected innovation through the development of Russia and the directions of the investment required to implement the goals. The author tried to classify the main directions of innovation policy and to identify a set of components of investment, which should facilitate the implementation of the investment program of development of Russia up to 2020. The article also discussed investment to Human Development, which is the key to successful economic growth in today's innovative model of the state.

The author explores the interrelation between political decisions in the sphere of stimulation of investment processes in Russia and the actual growth of Russian economy indicators, classifies key political and legal parameters for an investment decision, gives a definition of investment attractiveness and explores a range of challenges to the development of the investment sector, assesses the execution of the President’s commissions concerning investment development in 2011 and outlines key objectives for the near future.
