The article considers the development and operation mode of national innovation system (NIS) of Russia. It suggests principals of NIS functioning which consists of three levels. It marks the importance of science and education system modernization whilst developing NIS conception, making innovation projects investment system and transparent business laws as well as science research commercialization.

The author presents a flowchart outlining a supranational mechanism for global economy regulation, taking into account the economic environment and dynamics of national and global economic cycles.
