In the process of developing technology of measurable professional development of career, author formulated a conclusion about the role of government in achieving national success through the use of tools to support personal success of citizens. This article considers how and why to provide support for the achievements of the young public servants.

The article presents a new methodology for the assessment of the executive staff of federal government bodies under constitutional authority of the President of the Russian Federation. Indicators are calculated which adequately reflect the level of professionally important qualities and the state of health of the Russian public official.
