The research deals with the correlation between the budgetary policy and the social-economic development of the municipal district and with the ways to improve them. The most important element of strategic planning is the introduction and the development of the program-target method of planning. For the effective planning the local government should clearly realize the goals and objectives that form the basis of "The concept of the strategic social-economic development of the municipal formation" (on the example of the municipal formation "Bryansk district").
