The article discusses problems of energy shortages in Southern Russia, as well as the lack of local power generation in the Republic of Kalmykia. The authors propose and suggest options and solutions relative to these problems by increasing power generation capacity in the Republic and by a power grid re-development complex. The authors also make a presentation of a project to build a waste processing plant integrating it with an installation of an electricity generating plant to enhance local power generation and capacity.
