The paper elucidates and proposes solutions to the problem of increasing economic independence of municipal edification in the exercise of their functions and the implementation of their own development programs throughout their territorial jurisdiction by implementing measures to support small and medium-sized businesses. It is about promoting the most promising business projects and creating a favorable climate within the administrative framework of doing business at the local level. The article offers a method of calculating performance indicators of regional and municipal administrative bodies in regulating this sphere of activity.
