The retrospective of the state approach in creation of the new ekonom- geographical theory of moving and industry placement and as the principles and town planning approaches in the USSR reveal is in expanded form shined. The author indicates the need of formation and adoption of the main document defining development of town planning - the Town-planning Doctrine of the Russian Federation in modern political conditions.

The article focuses on the management of social environment in a metropolis through visual media. The author concludes that visual media have a significant impact on the behavioral characteristics of the inhabitants of the metropolis, and can be used to effectively manage the social environment of the metropolis.
