The review article is devoted to the issues of regional policy, budgeting areas, the problems of the system of state governance and stability in the real economy which were discussed and considered at the panel discussion of the VIII Gaidar Forum (2017), «New Regional Policy». The main points stated by the conference participants are presented.

International cooperation in the Arctic is one of the priority directions of implementation of state policy in the region. Its main objective is to achieve sustainable development and the preservation of stability, the use of communication tools for socio-economic development of territories. High scientific value of the monograph devoted to the comprehensive study of the geo-economic aspects of the use of the potential of regions of the High North, the analysis of the best practices of the foreign countries in the development of the circumpo-lar region is noted.

The article addresses the issue of international cooperation in the northern regions which serves the aim of improving the standard of living among indigenous peoples of the Arctic. The authors give a short history of development of such cooperation. They illustrate international cooperation in the Arctic describing the Russian-Canadian project NORDEP.

The article analyzes interaction between indigenous peoples and industrial companies in the Russian North. The experience of the Yamal-Nenets Autonomous district in the sphere of protection of rights and interests of the indigenous population is considered. The article shows different practices of establishing the dialogue between companies of fuel-energy complex and the locals. The author describes the involvement of indigenous peoples of the North in the implementation of industrial investment projects.

Complexity and singularity of the problems in the Arctic Region are considered by the author in the article. The Arctic Region strategic role in general safety, higher vulnerability of the natural environment, presence of large natural resources reserves, uniqueness of ethnic groups residing there, defense, scientific and ecological importance for the countries of the region and the whole planet dictate the need for coordinated actions by all the states concerned. The author considered in detail large experience of international cooperation in the Arctic Region and its significance amid modern trends towards globalization, which place all-time complex problems in the face of the international community.
