The option of creating of a single system (“standard”) of cooperation of sectoral ministries and regional municipal structures, including certain forms of the “incentives” for the heads of regional (local) authorities for their effective work of achieving the targets contained in the “May decrees” of the President of the Russian Federation is offered in the article. This system is to become a tool for their joint work in this direction. Today many regions face the problem of achieving the individual target values of these decrees that can’t be solved only at the level of a region or a municipality. This approach will help to solve the problems of achieving such performance.
