The article considers current issues of restructuring of work with the personnel reserve in the state civil service and formation of reserves of the management personnel in the framework of programs of subjects of the Russian Federation. Possibilities of creating an effective institute of personnel reserve are discussed, as well as the ways of solving current problems during its formation.
