The article is a part of the textbook «State and public administration» published by the author in Bulgaria in the Bulgarian language (Sofia: New Bulgarian University, 2014) and is devoted to the research of the development features of public administration science in the XX century and in the beginning of the XXI century. The article describes and summarizes briefly the whole spectrum of different theories, which are integrally predetermined and make today’s scientific foundation of modern public administration science. The periodization of phases of development of the science of public administration is presented.
