The state of personnel processes in medical organizations of the country in the context of health care system reformation are considered by the authors. The problematic specifics of medical organizations reforming is described including the optimization of staffing, maintenance personnel processes focus on improving the socio-economic efficiency of medical practice. The proposals on resolving urgent problems of staffing were formulated.

The status and strategy of personnel policy in the Russian healthcare system are described in the article. The content of the legal acts in the field of healthcare modernization and improvement of the state policy in this sphere is analyzed. Assessment of the development condition of the personnel potential of the industry as an object of the personnel policy is given. Judgments of the authors on the issues of personnel development processes in healthcare organizations are presented. Interactions between modernization processes in the public healthcare system and staffing of the medical organizations are considered.

The problematic subject matter of the competence-based approach realized in the training programs, the professional retraining and the civil servants advanced training is characterized in the article. The content of the competence-based approach to the organization of the vocational training of the students and the trainees mastering professional programs is demonstrated in the research. Useful judgements and recommendations for the educational practice are formulated.
