In 2001 Afghanistan faced a serious problem of violation of legal succession that was resolved by the adoption of the declaration on confirmation of all previously signed agreements and by the adoption of the Constitution that confirmed the international obligations. Besides, Afghanistan used widely the experience of the UN to create a national system of human rights agencies. Thus, the experience gained in restoration of the legal succession and creation of the system of bodies that monitors the human rights is of great international importance.
