The functionality of the city web-portals of Moscow is analyzed in the article, the examples of the public web-portals and private internet projects are provided, their interrelation is illustrated. The unique online resources of Moscow: the system of the electronic referendums «Active citizen» and the platform «Angry citizen» are discussed. The massive use of city portals as a resource of the impersonal cooperation to eliminate the personification of an official and the improvement of the municipal management system are reasoned.
