The article is dedicated to the results of the poll conducted by the analytical department of the office of the public chamber of the Russian Federation in 2015 among the participants of the "Community” forums. The forums were organized by the Public Chamber of the Russian Federation and took place in all the federal districts with about 8,000 representatives of the non-commercial organizations and civil activists. The poll was aimed at the revealing of the attitude of the representatives of the "Third sector” to the improvement of the transparency and openness of the non-commercial organizations activities. The representatives of the non-commercial sector within the framework of the poll also appreciated the growth of the civil activity on the regional level, expressed their attitude towards the institute of the public chambers of the subjects of the Federation as the place of interaction among the civil society, authorities and business on the regional level. The poll showed that the outspoken request for the efficient place of the inter-sector dialogue was developed within the "Third sector”.

Monitoring of the official websites of the regional public chambers of the Russian Federation is important in the context of transparency trend in the public authority. The study allows to evaluate the level of equipment, interactivity, convenience and openness of websites of regional public chambers. Assessment of official websites was conducted on the basis of 36 criteria in the following areas: equipment of site; feedback; news and announcements; information component, transparency, relevance of the content on the website. The monitoring shows that the websites of the regional public chambers as a significant tool of the platform for the public dialogue are not fully used by the regional Chambers.
