The main directions and problems of the actualization of the standard of the generation 3++ of the Federal State Education Standard for the program «State and Municipal Management» are considered in the article. The principled position about irreducibility of the «State and Municipal Management» program to the economics and management has been substantiated by the author of the article, the schemes of formation of the new actualized education standard, as well as the structure of the general professional competences for each level of education were developed.

The Shanghai cooperation organization is currently in the process of institutional reform. The SCO is expanding its membership and becoming a new center of world politics and economics aimed to contribute to the creation of the security regime and good neighborly relations in the global Eurasian space.
