The stages of modernization of the public administration system of the Republic of Kazakhstan are considered in the article, in particular, the issues of forming a new infrastructure of civil servants training, a key element of which is the Academy of public administration under the President of the Republic of Kazakhstan. The principles of a new model of public service of Kazakhstan are formulated, the normative-legal base of the reform is analyzed.
