This article is dedicated to one of the most important issues that inevitably arises at the stage of project preparation of the public-private (municipal-private) partnership, namely - the establishment of criteria for determining the means of securing the property transferred from the public partner to the private partner under the agreement on public-private (municipal-private) partnership. The author proposed a matrix method of determining the means of securing the property on the basis of two criteria: the commensurabil-ity of the financing volume invested by the private partner in the creation of the object of the agreement with a market value of movable property and (or) fixed assets transferred by the public partner in the amount of funding the creation of the object of the agreement by the public partner, as well as the liquidity of the property transferred. The results can be applied by the state and local self-government bodies while signing agreements of the public-private (municipal-private) partnership.
