The questions of formation of the inter-municipal cooperation, evolutionary moments of the organizational and legal foundations of this activity at various stages, also during the administrative and municipal reforms are considered in the article. Various types of municipalities associations are studied by the authors, examples of such cooperation at republican, regional and local levels are considered; the conclusion about the necessity of learning and pooling the experiences of different territories is made.
