The paper is based on the analysis of expenditure patterns of the consumers of public services, and reveals a functional inversion effect as a dominant factor of these expenditures. Within the scope of this phenomenon, the authors study the nature and origin of the principle of a single window, and propose a mechanism of formation of fractal space of integrated public services.

The lobbyism phenomenon as a form of political communications of the government authorities, business and socio-political actors is analyzed in the article. The summarized picture of the lobbyism in the European political landscape is presented on the basis of the representative sociological survey; European realization experience of the lobbyism process on the national and supranational level is discovered. Positive and negative data about the effectiveness of the lobbyism, positive and negative events of the lobbyism estimated by the leading politicians, experts and the representatives of the parliament are analyzed.
