The article describes the main features of financial management in higher education, which affect the financial administration in short and long term. Financial management of budgetary educational institutions is studied as a goal-directed activity, including development of financial policy on the formation and allocation of resources in accordance with the budget assignments, ensuring their efficient use and preservation of solvency. Besides, the paper touches the issues of administrative control and audit, and features the economic methods of financial management.

Indicated in this article are the principles of construction, the types and directions of state policy in education and financing costs for the development of educational services. Attention is focused on improving the quality of education, defined projected financial and qualitative parameters of the federal target program “Development of Education” and as it is related with other programs. It proposes an approach to the construction of the concept of increasing the level of education and the demand for graduates with a new model of funding.
