The article considers the problems of development of the town-planning legislation of the subject of the Russian Federation on the example of the city of Moscow. The authors identified a gap in the establishment of the procedure for the adoption and recording of documentation on the planning of the territory in the conditions of development of town planning legislation and the implementation of the renovation program. The inconsistency of executive authorities in making decisions on the development of built-up areas, as well as the formation of regional programs with insufficient legal regulation at the federal level is noted. The problem of the backlog of the federal lawmaking in the context of rapidly changing legal relations in the sphere of urban development and land use is analyzed; it was suggested at every level of lawmaking to systematically approach the analysis of legal prerequisites for the formation of the new legal relations, their regulation, consideration of the regional specifics of the regulatory framework, and plan target programs taking into account the opinion of the expert community, authorities and interested stakeholders of the urban development relations on the example of the renovation program.

M. Laktaeva, E. Laktaeva, V. Ivanov
The article examines the problems of modernizing Russian health care at the regional level, investigates the issues arising in the course of implementing the Concept of Health Development in the Russian Federation, and identifies approaches to their solution. The authors point out that the Russian National Security Strategy defines the main priorities for the development of the health care system in our country, in particular, it has been established that development the healthcare system, as well as strengthening the health of the country's population, is one of the most important directions to ensure national security, which requires the development and consistent implementation of the long-term state policy in the sphere of health protection of citizens At the same time, there is an understanding of the main problems in the way of implementing state guarantees for the provision of free medical care to Russian citizens, which include: traditionally insufficient financial support for these guarantees, differentiation of the subjects of the Russian Federation in terms of implementing programs in this area, as well as well-known fragmentation of the sources of financing medical care, preventing the development and full implementation of the mandatory system of compulsory medical insurance for the population. Now the health financing system is fragmented and decentralized to a much greater extent than, for example, in most European countries.
The article is a review of the history of development of system and legislative framework for the management of construction in the Russian Empire and the USSR during the XVIII-XX centuries. Sources of legal regulation of construction at the local level were documents of administrative nature (orders of governors and provincial authorities exercising supervision in the field of construction, provincial architects and engineers). These included permissive or prohibitive resolutions on specific applications of developers, registration and descriptive documents, governor's circulars of administrative content, etc. The competence of administrations in the field was determined by the relevant provisions of the Construction Charter. By the end of the XIX - beginning of the XX century there appeared a variety of sources of town planning law - the normative acts of local selfgovernment bodies, newly created in the course of the Zemstvo reform and deep reorganization of the city Dumas. The legal system developed in the Russian Empire under which the state rigidly regulated all aspects of construction activity up to the layouts and facades of private buildings was generally in line with the new ideology; so, in the first years after the revolutionary events of 1917 the sphere of construction management underwent less radical changes as compared to other branches.
