The tool for implementing this approach is one of the regional personnel projects called «Governor's team: the municipal level». Its main goal is to improve the quality of governance in local government bodies through the development of managerial competencies not only among individual managers, but also from entire management teams that include different categories of participants in the municipal community. The paper reviews the history of the project, its main tasks, stages, methods of implementation and the results achieved. At the present stage, the most popular and effective mechanisms for territorial development are interbudgetary cooperation, inter-municipal cooperation and municipal-private partnership.
