The urgent need to improve public administration’s efficiency and create a highly adaptable government apparatus capable of handling opportunities, threats, and challenges calls for both the application of modern Western management theories and the utilization of our predecessors’ proven management expertise. The article combines biographical and historical documents to reveal the foundations of corporate time management of the Russian Empire’s highest and middle levels of government during the prereform period in the first half of the XIX century. This was not a time of «darkness.» Instead, it was a period when the foundations of capitalism were being established. Key developments included ministerial reform, the creation of the State Council, the adoption of patent and joint-stock legislation, the establishment of a system of commercial courts, and other significant regulations that facilitated rapid economic growth in the second half of the 19th century. The business practices and organizational mechanisms of that era, along with the related management conflicts, bear a striking resemblance to those of today. The study’s findings will be useful to researchers and government administrators who seek to develop management strategies based on Russian traditions.
