Computational legal analytics: concept, ontology, and significance for legal activity
I.V. PONKIN
This article explores computational legal analytics - its concepts, features, and ontology. The author presents the terms ‘analytics’and ‘legal analytics’. The article focuses on explaining the importance of computational legal analytics (as a segment of digital technologies brought into the professional legal activity) for professional legal activity and the legal field as a whole. The author clarifies the determinants of the need for the emergence and development of computational legal analytics and its value for the legal activities of actors (subjects). The paper presents the author’s definitions for «legal analytics» and «cognitive computing» concepts. Computational legal analytics is based on well-known, well-established, and actively used (at least already being tested) technologies. Such technologies include intellectualized legal search technologies, cognitive computing technologies, natural language computer processing technologies, machine learning technologies (including deep learning), big data processing, and machine-readable law technologies. The author specifies and explains the technologies and possibilities of machine legal analytics, realized by cognitive and other operational capabilities of computer-software complexes, including using artificial intelligence. While preparing the article, the author used research methods of analysis and synthesis, induction, deduction and abduction, classification and modeling, approximation, and formalization. Using these research methods, the author uncovered the essential descriptive characteristics of the phenomenon and concept of machine legal analytics and assessed its prospects.
The article studies the phenomenon and concept of the digital state. The author reveals the general concept and importance of digitalization in public administration. The article explains the problems of relevant interpretation and the limits of applicability of the concept to the system of public administration. The author considers methods, approaches, and prospects for improving the efficiency of public administration in the context of the digitalization of society and puts forward his concept for the term “digital government”. Using methods of analysis and synthesis, induction, deduction and abduction, classification, and formalization, the work reveals the essential descriptive characteristics of the phenomenon and concept of the digital state. After the data analysis, it is proposed to consider the concept of digital state in four interpretative definitions: as an ecosystem of multiservice and proactive state digital services; as an integrated computer and software meta-platform; as an organizational and technological approach and corresponding paradigm; and as a digital ontology of state-building and functioning, public administration and public policy. According to the author’s interpretation, the concept of the “digital state” includes: “digital government”, “digital democracy”, “digital justice”, “digital electoral technologies”, “digital public control of public administration”.

Digital public administration: method of digital models-doubles (BIM) in law
I.V. Ponkin, A.I. Redkina
The article is devoted to the study of the principles of the possibilities of applying BIM-technologies in law. The authors explain the concept and meaning of BIM modeling in general, noting that the BIM method, originally developed for information and functional modeling of buildings (in the construction sector), is now actively used (in significantly more complex modalities) in a variety of other areas. The article presents the author’s concept explaining the essence of the technology of the digital models-doubles (BIM). The work is based on the use of research methods of analysis and synthesis, induction and deduction, classification and modeling, observation. Using these methods, the distinction characteristics were described and the features of the method of digital models-doubles (BIM) in legal science and practice, its goals and the possibility of its application were predicted. The need for the development of universal platforms and the creation of universal prototypes, templates, formats, matrices and sets of tools, including concepts, methods and tools for processing, archiving, saving and storing data, is noted. The authors set out in detail (in the author’s concept) the possibilities, goals, methods and features of applying the method of digital models-doubles (BIM) in law.
The article is devoted to the study of the phenomenon and the concept of homeostasis of the system of public administration. The author describes the general concept of «homeostasis». The article shows the history of the genesis of the homeostasis concept. The author explains the problems of the relevant interpretation and the limits of applicability of this concept to the system of public administration. The author's definition of the concept of homeostasis of the system of public administration is presented. The article describes the properties of the public administration system that determine its ability to maintain its homeostasis. The article is based on the application of research methods of system analysis, synthesis, induction, abduction, classification. Through the application of research methods, the author uncovered the characteristics of the concept of the homeostasis phenomenon of the public administration system and the possibility of applying this concept in the theory of public administration. Maintaining the homeostasis of the public administration system is very important for the purposes and process of public administration. It is imperatives and intentions of retention of the homeostasis of the system of state administration that are the grounds, conditions, and reasons for the prevention of precocious, unreasonable (with calculated risks and consequences), and questionable reforms in public administration.
The article is devoted to the study of the principles of process-oriented public administration. The problems of the relevant interpretation and the possibilities of their applicability in the framework of the system of public administration are shown. The author's definition of the concept of process-oriented state management is presented in the article. The differences between process-oriented, project-oriented and functionally-oriented types of administration are shown. The work is based on the use of the research methods of the systemic analysis, synthesis and induction. The distinctive characteristics of the process-oriented public administration notion were described with the help of these methods, as well as the determinants of the limitation of the possibilities of the use of this concept were also shown. The process-oriented approach to the management of public sector organizations is an effective transformation of the queries to the results in the form of the provision of quality services to citizens. Such transformation occurs by performing interrelated activities that have a purpose and a certain degree of their importance. Accordingly, each such organization strives to provide a synergistic course of individual processes, which are indispensable for the achievement of certain results. To improve the efficiency of process-oriented public administration it is necessary to give an exact definition of the particular subjects responsible for optimal functioning of one or another process. Properly organized processes allow to provide quality public services and promote efficiency of management. The principles of process-oriented management continue to be used in the framework of different approaches to the public administration.

The article is devoted to a comparative understanding and interpretation of existing concepts of the so-called new public (state and municipal) administration. We discuss the concept of «good governance», which has steadily integrated into the lexicon of a wide range of members of the international community. The author's interpretations of «good governance» as a multidimensional concept are given. This concept is considered by the author in three notions: 1) the measure of the ideal in public administration, 2) the concept of design, formation, implementation and evaluation of public administration, 3) the control mechanisms. The necessity of a «new» public administration (or public administration, based on a new paradigm) is justified. The author describes the essential features of the «new» public administration, which is coming to replace the well-established, until recently, «traditional» model of public administration.
