Abstract

The article explores contemporary approaches to defining the essence of public and municipal service through the legal regime category. The main difference in legal regulation of the public and municipal service regimes consists in the correlation between the norms of administrative (public service as one of its institutes) and labour law. In the case of public service administrative legal regulations prevail. On the contrary, labour law is predominant in the regulation of municipal service relations.
