An Innovative State Based on Consensus and Managerial Law

Abstract

The author examines objectives, methods, forms and principles of the formation of an innovative state on the basis of consensus and managerial law, inferring the possibility for Russia to renounce overly bureaucratic, corrupt and manipulative management, overcome the excessive centralization of management and join the ranks of international technology leaders.
