Modernization of the financial control system

Abstract

The author substantiates the necessity of creation of a unified system of the state financial control that must have both clear goals and achievement plans, as well as the institutional mechanism of their implementation. The financial control is stated as an owner’s rights protection institution. The presented level scheme of the owner’s interests protection, whether state or private, is based on the above - mentioned postulate. It is noted that a compromise in the inevitable conflict of interests of public and private property must be reached through the special institutions (rules and procedures), allowing to minimize its negative effects, without opposing these interests, but creating a unified set of goals of interests protection.
