Abstract
The discrepancy of the value bases of the society with the development goals set by the authorities is determined in the article as the central problem reducing the effectiveness of the governance in Russia. The specific differences and contradictions of the public management methodology with the spiritual foundations of the society, reflected in the national culture were the subject of the conducted analysis. The need for harmonization of different value systems on the national culture basis is proved by the author. The adoption and approval of the various models of the public management in politics and in the economy is proved to be made on the basis of a complex of the historical understanding of the society. At the same time it is stressed that these ideas evolve and are influenced by specific situations of the present time. This means the impossibility of the total transfer from the past to the present of even the successful experience of management decisions proved to be effective earlier. The modern choice of the Russian state of the market system as the basis of the economic relations and the growing world globalization determines the search for a compromise between the liberalism and the traditional system of values. This process can be successful, upon condition of the controlled synthesis of their own historical experience with the successful experience of other countries on the basis of cultural representations of the Russian society.
