The article analyzes foreign and Russian experience of the development of educational migration as a promising direction of immigration policy. It clarifies the role of the state in educational migration, expansion of cultural and educational international exchange, increasing competitiveness of Russian education. Factors are identified that influence the process of development of educational internationalization.
