A law on state strategic management should become one of the instruments for increasing Russia's competitiveness in the sphere of national security. The article analyzes the political, legal, organizational foundations of the draft law and suggests amendments to improve number of its provisions.

The issue under consideration is the problem of corruption in Russia. The findings of a social survey conducted in the Zabaikalye Territory in 2010-2011 reveal the most vulnerable aspects of the fight against this 'malady' and the suggestions provided by the respondents.
