The author analyzes the legal framework of natural resource exploitation, identifying the most urgent challenges in the sphere of environmental control. A conclusion is made about the necessity of close cooperation between all branches and levels of government; it is suggested to create a unified coordination body that would be responsible for the maintenance of environmental balance in the Lake Baikal area.
