The authors consider the problematic issues of using the existing statistical apparatus for monitoring urban development and living comfort in different-sized settlements. The article analyzes the existing methods of forming the urban environment quality index and the possibility of their application. Indicators were identified that could be evaluated using approved and validated statistical forms. Modern buildings and structures are being erected in accordance with regulatory requirements that ensure accessibility for people with disabilities. The possibilities of actual (non-formal) adaptation of the existing real estate fund, the road network in each specific case are very different, which often requires additional design solutions. One of the most difficult issues is assessing the availability of engineering and transport infrastructure.

‘CITY PROFILE' AS A TOOL FOR TERRITORIAL PLANNING
S.V. ARGUNOV, Y.V. KOGAN, M.N. NAZAROV, N.G. STAROSTINA
The article presents a generalized ‘data package' for substantiating and monitoring the implementation of territorialplanning documents of various levels, planning documents for territories and linear facilities, standards for urban planning at theregional and local levels, as well as land use and development rules. The authors propose introducing the concept of ‘City Profile'as an instrument of territorial and strategic planning. The thesis on the significance of assessing the quality of the urban environmentaccording to a system of indicative signs is developed in the work. The formation of a ‘City Profile' will allow not only more correctlyassessing the quality of the urban environment according to a system of indicative signs, but also analyzing the factors thatdetermine the current situation, developing adequate measures to overcome the identified imbalances.
The article analyzes the indicators used in the documents of territorial planning and city planning design standards. The authors consider the methodical aspects of accounting for key indicators laid down in sectoral and regional strategies and standards, as well as examples of evaluation of formulations for indicators of educational institutions development used in strategic planning documents, the use of the terms ‘accessibility' and ‘pedestrian and transport accessibility'. Standards of pedestrian and transport accessibility for areas with different population density require justification and clarification. Availability of pre-school education is one of the most important tasks associated with ensuring the comfort of the population. With a high population density, it is advisable to place several typical buildings with high capacity. If they are combined on one or two adjacent land plots, it is possible to reduce the normalized area, which is significant for high-density construction. Maximum pedestrian and transport accessibility limits need to be justified on the basis of population density. The increase in the radius of accessibility of more than 5 km is justified only by economic reasons, including the process of delivery of preschool children.

SYSTEM OF INDICATORS OF DEVELOPMENT AND IMPROVEMENT OF HOUSING STOCK
S.V. ARGUNOV, Y.V. KOGAN, M.N. NAZAROV
The article analyzes the relationship between demographic and urban indicators used in the preparation of sectoral and regional strategies for the development of social infrastructure (on the example of the Perm region). The authors develop the thesis of the importance of taking into account demographic factors in assessing such characteristics. The paper presents a system of tables, which systematized indicators of development and improvement of the housing stock, as well as the provision of housing. These data affect the calculation of the volume of regulatory needs in social infrastructure. Traditionally, urban planning of social infrastructure is linked to housing development and housing provision. Such a planning system is vulnerable, since an increase in indicators may be due to a decrease in population. The developed specialized system of tables characterizing the development and improvement of the housing stock, as well as the provision of housing, makes it possible to correctly assess the relationship between housing, demographic processes and the development of social infrastructure facilities. The work systematizes town-planning indicators characterizing the development and improvement of the housing stock, as well as housing provision. They affect the calculation of the volume of regulatory needs in social infrastructure. Information is differentiated for urban and rural settlements, for multi-unit and individual residential buildings.
The article analyzes statistical data characterizing demographic trends in the dynamics of changes in the childrens' population, the able-bodied population and the population of retirement age. The authors consider some trends for changes in the number and structure of the Russian population and their impact on the consumption of socially important services. Peak indicators of various years are considered along with negative statistics. Parallels are drawn between the statistical data of different periods; forecasts based on the number of the population groups in question are outlined. The dynamics of population change is presented in the form of tables and diagrams reflecting the distribution of the population number by age between 1989 and 2016. There is a trend towards an increase in the retirement age population in the 21st century, as well as a steady decline in the proportion of the able-bodied population; possible consequences of this are indicated. On the basis of statistical data on birth rate, a prognosis has been made about an increase in the proportion of the children's population by 2021. The dynamics of demographic changes in the federal districts of the Russian Federation are given. In conclusion, it was noted that in strategic planning and preparation of standards for urban planning of social infrastructure facilities it is necessary to take into account statistical data on population structure.

Forecast of the structure of the population of Moscow for the period up to 2022
S.V. Argunov, Y.V. Kogan, M.N. Nazarov
The article analyzes statistical data describing demographic trends in part of dynamics of changes in the structure of the population of Moscow. The authors consider the peculiarities of forecasting of number and structure of the population of Moscow, related to urban development and migration processes. The difference between Moscow and other cities in the Russian Federation in the forecast of demographic trends is emphasized in the article. For the first time the prognosis of the structure and population of Moscow is made for the medium term (5 years) taking into account not only demographic, but also migration trends on the basis of retrospective analysis of demographic trends forecast for the previous 3 years. The article considers the effect of forecast changes in the structure of the population of Moscow on consumption of socially important services. The fertility decline is associated with socio economic factors and with a reduction in the number of women of reproductive age. The steady growth in the period under review is projected in the number of population under working age and of retirement age and the gradual reduction of Moscow's citizens of working age. The biggest risk for the economy is the predictable decline of nearly two hundred and fifty thousand in the number of Moscow residents of the most active working age. The number of children to be provided with schools will systematically increase, and the number of preschool general education institutions will, on the contrary, reach a peak in 2020 and then begin declining systematically. The results of the study can be used for forecasting the budget expenditure (both values and structures) in the state programs of the city of Moscow ‘Development of healthcare of the city of Moscow', ‘Development
