Models of exercising administrative authority

Abstract

In the 21^st century the role and place of the state in social development are widely discussed. All over the world a large number of legislative acts have been accumulated concerning optimization of public administration. The author conducts a comparative analysis of these documents and demonstrates which practices could prove useful for Russia.
