Proceeding from the general causes of the appearance of corruption in the country, the author analyses the problems of legal security, efficiency of the Russian anti-corruption legislation in the context of the implementation of the National Security Strategy.

The article addresses the problem of overcoming legal nihilism in Russia, historical trends and current conditions that give rise to this phenomenon and suggests concrete ways and means to combat it. It emphasizes the idea that it was impossible to overcome the legal nihilism by one-time measures and the potential of a systemic approach to this difficult problem.

Tsurelin, Candidate of Sciences (Economics), Head of the Economic Development department, Taganrog City Administration Abstract: The financial and economic crisis in Russia is exacerbated by the so-called 'innovation gap', namely, the extremely low percentage of innovative products in the GDP, the strong dependence of the extractive industry on international energy prices. The round table participants seek answers to topical questions: what conditions are necessary to stabilize the economic situation, restore stable connections between the budget, banking system and the real sector; how to build a knowledge-based economy.

Public private partnership is a key mechanism of implementation of long-term strategically important projects. Participation of the state mitigates risks and allows to create a 'future corridor' with clearly defined payback conditions for private investments and rate of return. To fulfil this mission, the state has a large number of economic regulation mechanisms.

The article considers approaches to promoting the social responsibility of business that could be used by government institutions. Describing the French experience, the author concludes that many approaches are not specific and applicable in Russia.

В условиях вариативности российского экономического образования в учебном процессе особую ценность представляют книги, написанные профессионалами. Именно к таким автор рецензии относит учебник своего коллеги А.Г. Куликова «Деньги, кредит, банки», выделяя при этом три значимые характеристики издания. Это - ясность формулировок как уровень высокой компетентности автора книги, систематизированное понимание и, по сути, пропагандирование заслуг, идей К.Маркса и отражение преемственности автором современной экономической теории с политической экономией эпохи социализма, с которой также связана его профессиональная деятельность. В то же время в рецензии обращено внимание на сложность становления и острый недостаток устойчивости понятийного аппарата новейших направлений современной экономической науки (понятийный аппарат в России традиционно исследуется в диссертационных исследованиях) и названий, содержания дисциплин в высшем образовании, где остро ощущается нехватка четкости, ясности образовательных программ вне связи с обеспечением занятости выпускников ВУЗов, ориентация на коммерческий успех образовательной деятельности, конъюнктуру "громких" названий в противовес развитию более глубокой интеграции с наукой и практикой. Новым дисциплинам присуще высокая степень дискуссионности и неопределенности понятийного аппарата, нередко не только конъюнктурное наполнение, но и следование определенной идеологии, отражение давления определенных кругов на общество. Поэтому новые учебники зрелых и авторитетных в профессии авторов отличаются от конъюнктурно ориентированных и поверхностных, спорных именно уровнем их содержательности, глубины суждений, полнотой разукрупнения вопросов новейших дисциплин.

It is possible to increase the efficiency of public service through the development of optimal indicators and monitoring methods. The author suggests using the existing knowledge of systems theory while simultaneously correcting traditional mechanisms of management activity.

The article presents a new methodology for the assessment of the executive staff of federal government bodies under constitutional authority of the President of the Russian Federation. Indicators are calculated which adequately reflect the level of professionally important qualities and the state of health of the Russian public official.

The activity of public servants has a direct impact on the implementation of corporate objectives and tasks formulated in the development strategy of the managerial body.
