The article broaches a rarely discussed subject: the risks and threats to the country's personnel potential and provision of personnel security in society and the state. The author analyzes political, economic, social factors affecting the development of conflict generating potential in personnel policy. A comparative analysis of the key approaches to creating quality personnel support of secure social development.
