Complementarity the European Way, or the New Philosophy of Government

Abstract

Aspects of European administrative reform are analyzed with regard to government service provision. It is stated that the philosophy of public management is assuming a universal character for all countries; the concept of 'competitive law' is introduced and instruments to measure the quality of services provided are explored.
