The vector of cultural development aims of the Arctic region

Abstract

The article focuses on the development of the socio-economic cultural potential of the Arkhangelsk region. The author gives an overview of the main directions of the region's cultural policy, assesses the multifaceted cultural potential of the region and articulates a number of federal, regional and local civic programs, policies and initiatives in the context of this issue. The article gives particular emphasis on the the role of cultural factors, and considers important aspects such as development, advancement and edification of local cultural traits, as well as associated economic and international benefits from such activities and co-operation. It elucidates the practices of the Arkhangelsk region in the areas of its cultural policy and highlights its benefits and usefulness as a model for emulation by other regions.
