On January 15-18, 2014 in Russian Presidential Academy of National Economy and Public Administration passed the V Gaidar forum. The Russian Prime Minister Dmitry Anatolyevich Medvedev took part in his work. The shorthand report of its performance before participants is published.

This Review article is devoted to the recent Gaidar forum held in the Russian Academy for Public Service under the auspices of the President of the Russian Federation. the article presents a chronicle of the events of the forum as well as reflecting the key issues of discussion by the participants and the conclusions that were made during the plenary sessions and round table discussions.

The Gaidar forum collects in Russian Presidential Academy of National Economy and Public Administration not only recognized domestic experts, among participants and guests becomes more and more foreign experts: economists, political scientists, culturologists, ecologists.

This review highlights the scientific progress and the key aspects of the panel discussion, which took place within the Gaidar Forum, on 16 January, 2014. It was attended by leading experts in the sphere of State control and audit - representatives of the Control Department of the Presidential Administration of the Russian Federation, the Bank of Russia, the Accounts Chamber of the Russian Federation, the Federal Treasury, the Federal Service for Financial and Budgetary Oversight, the Federal Financial Monitoring Service as well as leading scientific and educational centers of Russia.

The author examines within the bounds of this article, contemporary issues of the organization and functioning of State control in the Russian Federation and articulates conclusions about ways in which to improve its effectiveness in modern terms.

In a free market, government uses indirect leveraging to regulate the economy as the role of the State in solving socio-economic problems in the modern era increases and necessitates for an effective use of management practices, necessary to pay special attention to controls as the final stage of the management cycle. In connection with the adoption of the new Federal Law of 11 January 1995, N 4 -FZ “On the Accounts Chamber of the Russian Federation « the legislation substantially increases the responsibilities of the Accounting Chamber as the main external Audit Institution. The legislation harmonizes the global experience in public auditing within the modern legal framework of the Russian Federation.

In this article the author considers modern problems of establishing international controls over financial flows to prevent criminal permutations and circulation of money laundering transactions and the concealment from tax authorities of beneficiary countries. It examines the role of international organizations in strengthening the fight against money laundering and illustrates that central mechanism for anti-money laundering systems are measures of initial financial monitoring, which should be extended and applied to financial and non financial organizations projected as intermediaries whilst in the process of performing operations with commodities such as cash, securities or otherwise highly liquid assets such as: real estate, precious metals and stones and products of a similar nature. The author emphasizes that such institutions as banks, securities market participants, insurance, microfinance and leasing companies, postal organizations and providers of money transfers transactions, pawnshops, casinos and operators in the market of precious metals and stones, must thoroughly examine and probe their customers and the beneficial owners as well as to assess the risk of their operations in being utilized for the purpose of the legalization of criminal or otherwise illegal monetary gains, or other exercises such as terrorist financing and afterwards be compelled to promptly inform the financial intelligence authorities about, suspicious operations or transactions exceeding certain threshold values. The article concludes that the mechanisms of the FATF have proven as being effective and are now used by other international organizations. The group has grown into an influential force capable of being able to apply pressures on countries so as to improve the transparency of their financial systems.

Systemic corruption problems call for an appropriate response from the State in order to overcome this negative phenomenon. In this article an interchange of equivalent strengthening measures are presented for the further improvement and development of the legislative framework as well as increasing levels of responsibility for corrupt practices.

This article, developed within the framework of dissertational research, reveals the interaction of macro and micro levels of tax control systems within the author's definition of internal tax control and specifically, highlights the methodological principles and characteristics of control methods and functions. The author contends that it is a necessary prerequisite to create an internal special division within the corporate tax service for the complete functioning of such system. Such a system of internal tax control will allow the standardization of business control processes for such economic entities.

The Article outlines and elucidates the methods of training of specialists according to the Master of Public Administration (MPA) program as well as emphasizing the history of the formation and development of the training program.

This article considers the conditions in the development and the formation of cadets of the military institute of the Russian Interior Ministry troops and their preparedness to carry out their professional duties as officers during their military service. The author highlights the conditions such as the availability of teachers with professional knowledge and methodological experience in the organization, procedure and conducting lessons in classes and in instructing and training officers in reaching levels of researched efficiency and professional readiness; motivation of cadets to a qualitative development of educational programs that improve their level of preparedness for their subsequent implementation of service and professional duty in the military; recording of individual characteristics of a cadet, including volitional and professional qualities of future officers of the Russian Interior Ministry troops, needed for the successful implementation of service and professional duties in various types of service and professional activities; the organization of educational processes on the practical implementation of service orientation and professional duties of such cadets during their military training in the institutes of the Russian Interior Ministry troops.

The article focuses on the development of the socio-economic cultural potential of the Arkhangelsk region. The author gives an overview of the main directions of the region's cultural policy, assesses the multifaceted cultural potential of the region and articulates a number of federal, regional and local civic programs, policies and initiatives in the context of this issue. The article gives particular emphasis on the the role of cultural factors, and considers important aspects such as development, advancement and edification of local cultural traits, as well as associated economic and international benefits from such activities and co-operation. It elucidates the practices of the Arkhangelsk region in the areas of its cultural policy and highlights its benefits and usefulness as a model for emulation by other regions.

An interview with the «Public service» magazine given by the Governor of the Arkhangelsk region, Mr. Igor Orlov where he talks about the cultural policies of the Arkhangelsk region, issues concerning the development of culture and the preservation of the cultural heritage of the Russian North, regional development and the enhancement and enrichment of its image in the international arena.

In Russia, there is still no legal regulation of lobbyism although such activities on behalf of a diversified mixure of professional, business and social groups are conducted. Attempts have been made over the years to consolidate acceptable legislative frameworks within which such activities are to be carried out in promoting such interests, but for various reasons, none of these attempts has to date arrived at a logical and acceptable conclusion. The “Fair Russia” faction in the State Duma has recently made another intitiative towards legalizing and regulating lobbyism. The Russian Presidential Academy of National Economy and Public Administration held a round table discussion on this topic.

The article articulates on the necessity of theoretical procedures for the development of a cultural policy model in Russia. It clarifies the specificity of conceptual forecasting and categorization, the axiological and semantic interpretation in modeling an image of contemporary Russian culture and demonstrates the significance of these procedures, on the topic of establishing, a strategic base in cultural policy. the author emphasizes the special role of the government as a cultural policy tool, defines its responsibility and influence in the coordination of the interests of diversified and different social groups, appraising various possibilities and their prospective influence upon social development and civil consolidation. It predicates supposed corrections of elevated and formidable ideas and of practical oriented actions, aimed at constructing an effective cultural policy model appropriate, to the realm of contemporary civilization. It expounds, that among the strategic cultural policy purposes there is the need of public involvement into the active cultural life, a forming of common cultural space, the strengthening of a collective identity, the securing of cultural rights and the conditions of forming an inclusive solitary society and so on.

The article examines and analyses current regulatory legal acts, public service reform programs as well as mass media publications relating to the Public Service, articulates upon the current development trends and directions of the Institute of Public Administration and identifies the factors which are influencing that process.

This article has been written based on the resulting conclusions of the scientific-research endeavor on a theme titled: “Preparation of proposals for the further development of performance management mechanisms in the activities of the executive branch”, written by staff of the faculty of the Center for Public Administration Technologies of the Institute of Applied Economic Research of the Russian Public Service Academy in 2013. Currently the systems of performance management, driven by results such as (performance indicators, evaluation tools and the impact on the financing of the executive authorities, payment of civil servants and others are being introduced to the work of the executive authorities, usually, as an “ auxiliary circuit “ government. These arrangements are reflected in the directives of the Decrees of the President of the Russian Federation dated 7 May 2012, in the implementation of the transition to the formation of the federal budget, for the program-focused principles in implementing an instrument of government jobs for government and public institutions, as well as the implementation of other related initiatives. Often and at the same time, these initiatives usually are correlative on the timing and content, and thus have no significant impact on the organization of the structure of Executive authorities, and they do not lead to the increase of accountability for the achievement of the intended results. Despite the endeavors and efforts initiated during the last 10 years to improve governance in the Russian Federation, Russia continues to lag behind the estimates of OECD countries in the quality and efficiency and effectiveness of its public administration and the competitiveness of its State institutions. The present article examines such issues and presents an integrated approach to the study of international experiences in the implementations of legal regulations in the activities of Executive bodies and management performance structures and systems of these countries and development of performance management mechanisms in the activity of the Russian executive authorities on for the 2013 - 2018 years.

The article considers the problems of self-identity apperceptions of the outstanding Russian poet Gavrila Derzhavin (1743- 1816), who held high government posts (he was the first minister of justice in Russian history) and zealously performed his official duties; whilst performing the role of poet, a complex and intricate conjunction and relationship which the author analyzes. It is demonstrated that between these two roles there exists a correlation of probity and dynamic unity. Neither before nor after Gavrila Derzhavin, have any of the Russian writers were able to fully comprehended so inherent and fundamentally dynamic mission.

The article deals with the activities of the Black Hundreds in the formative period of Russian parliamentarism in the early XX century. The author analyzes the activities of the pravomonarhistov deputies in the First State Duma of the Russian Empire and highlights the position of the Black Hundreds on socio-political reforms, following the Revolution of 1905-1907. The author concludes in the duality of views of representatives of the Black Hundreds with respect to popular representation and participation in the work of the Parliament. The author introduces new sources of scientific study which has recently become available and in circulation.

The article examines the notion of social welfare as an integral indicator in the management toolkit of state and municipal government authorities. Such indicator is examined based on the interdisciplinary approach on the implementation of youth and youth policy.

The article articulates the cultural practices underlying the Russian state in its early stage, namely the formation of ideologies and principles of governance based on “book lore” - via translations of Orthodox Byzantine literature. It demonstrates the close relationship between book lore and culture in general - in the sense of the book being the bosom of culture from where there was a gradual formation of core values with respect to Russian culture, a culture that to this day remains predominantly of book lore. The author's aim aspires to depict the process of national literature formation in early Russia as being derivative from Byzantine religious texts. The values and ideals borrowed from Byzantine texts provided Russian culture with ideas of spirituality and aloofness from this world which were preserved untouched throughout Russian history. These mechanisms of borrowing and meticulous eclecticism are affirmed as important elements of early Russia cultural strategy. The article aims to validate the development of Russian literature mainly from borrowing to becoming prosperous and independent.

The Article considers available sociological research materials and examines the structural problems relating to the interaction between the State and the public service administration. It raises appropriate questions affecting the formulation and implementation of personnel policies in the public service administration and highlights the directions and the main objectives of interaction and mutual cooperation.

The article discusses problems of energy shortages in Southern Russia, as well as the lack of local power generation in the Republic of Kalmykia. The authors propose and suggest options and solutions relative to these problems by increasing power generation capacity in the Republic and by a power grid re-development complex. The authors also make a presentation of a project to build a waste processing plant integrating it with an installation of an electricity generating plant to enhance local power generation and capacity.

The article analyzes the main aspects of cooperation between Russia and Armenia (military-political, trade-economic, etc.) in the framework of the current Collective Security Treaty. It considers the preconditions of the creation and structure of the Collective Security Treaty Organization (CSTO) and makes a special emphasis towards development of the Russo-Armenian partnership relations in the Caucasus region. Based on its analysis appropriate conclusions about further prospects of development of interstate relations of the two countries are made.
