Abstract
Based on the analysis of the degree of influence of individual participants (“governing stakeholders”) the article illustrates the increasing role of national governments in the management of Internet infrastructure and identifies areas of their interaction with international intergovernmental and public business organizations and civil society. The role of international organizations in coordinating the establishment of technical standards and regulations affecting the operation and development of the Internet is also considered herein. The author examines and considers the increase in the Russian participation in the multilateral discussion of the problems as well as the prospects of the Russian proposal to build the foundations of an effective model of Internet governance. The article concludes with the necessity for the Russian Federation to develop a unified state network policy, and defines it as its main focus.
