Abstract
The article is devoted to the implementation of the principles of openness of the state civil service through the development of publicadministrative culture. Characteristics and elements of publicadministrative culture, main mechanisms of its formation: legal, organizational, informational and communicative, educational and preventive, controlling are described by the authors. The advantages and prospects of formation of open publicadministrative culture in public institutions are considered.
