HUMAN RESOURCE IN THE EXECUTIVES OF CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION

Abstract

The authors have analyzed the state of human resources in the executive authorities of constituent entities of the Russian Federation on the example of Yamal-Nenets Autonomous District, and revealed the public employees' preferences in matters of career growth and professional development. Special attention is paid to working processes optimization on the basis of horizontal and vertical distribution of powers between authorities. On the basis of quota survey of public employees in Yamal-Nenets Autonomous District in July-September of 2015, the authors propose to classify authoritative powers by scopes of activity and to specify the limits of this segregation, which should eliminate the overlap of responsibilities.
