Abstract
The article considers the complex of problems to be solved for achievement of the organizational-legal uniformity in the implementation of the civil service rotation mechanisms: to determine organizational measures to help streamline the system of interaction of state bodies, as well as screening questions leaders planned for replacement of posts of civil service in order of rotation, and the assessment of their personal and professional qualities and managerial competencies.
