Abstract
The Article considers available sociological research materials and examines the structural problems relating to the interaction between the State and the public service administration. It raises appropriate questions affecting the formulation and implementation of personnel policies in the public service administration and highlights the directions and the main objectives of interaction and mutual cooperation.
