RUSSIA AND FRANCE ON THE WORLD MARKET OF EDUCATIONAL SERVICES: MAJOR CHALLENGES AND WAYS OF OVERCOMING

Abstract
The article is dedicated to the comparative analysis of positions of France and Russia on the global market of higher education services, challenges of competition in terms of internationalization, as well as to the analysis of contemporary forms of innovative education. Special attention is paid to the development of the most competitive forms of international higher education: double diploma programs, online universities, joint research projects and the formation of a new national university based on the cluster approach as an educational scientific center and the core of regional development.
