Abstract
The article considers the system of state strategic planning and focuses on the issue of the planning period. Usually, it is either a multiple of the period for which the state budget is formed, or it is proportional to a decade,or it is rather politically biased at all.The Russian economy needs transformation for the coming sixth technological tenor. The new industrial policy based on the core industries of the emerging tenor, requires rapid upgrading of the fixed assets of all economic sectors. For example, the construction industry requires two strategic phases - the period of providing all spheres of the economy with new fixed assets and the period of development within the framework of the new tenor. The article addresses the issue by analyzing the increase in productivity and its degree in the core of the prevailing technology tenor as well as in the core of the emerging one.The model of logistic dynamics of cumulative quantities defines the moment of transition as the moment when the increase in the productivity function within the old tenor tends to zero, while the productivity of labor in the new order starts to grow and exceeds the productivity in the old one.The research results broaden the approach for predicting the onset of changes in the economic system and shifts in the industrial sector’s layout.
