Abstract
The study aims to suggest recommendations for simplifying the system of strategic planning documents adopted in the regions of the Ural Federal District. The study’s findings came from an evaluation of the external parameters’ consistency, including names and implementation deadlines. After the situation has stabilized, it will be necessary to examine and enhance the coherence of strategic documents with respect to their constituent elements, including structures, content, resources, outcomes, etc. The study examined the consistency of programs and strategies implemented at the regional and municipal levels. The methodology used in the analysis was based on a numerical assessment of deviations in the number of programs from the optimal intervals calculated using current legislation and different implementation deadlines. The research identified a series of measures that, if applied not only to the study object but also to other comparable objects (federal districts), will stabilize strategic management systems and result in simplification of the internal content of strategic planning documents, which will increase the efficiency of their implementation.
