The author analyzes the electoral realm in the run-up to the elections of 2016, drawing attention to legislative innovations that has significantly modified various aspects of the election campaign. The paper displays the tertiary structure of the parties participating in the elections of 2016, and examines the issues of growing political risks. The author represents the data of expert survey for the perception of parties' political prestige, held by Department of Parliamentarism and Inter-Parliamentary Cooperation Department of the Institute of Public Administration and Management (IPAM) of Russian Academy of National Economy and Public Administration.

Upcoming elections in regional parliaments and the State Duma of the Federal Assembly of the Russian Federation are discussed at the background of the electoral legislation changes. The author cites the results of the survey conducted by the Chair of parliamentary and inter-parliamentary cooperation of the IPAM RANEPA among experts of the most active age group (26 - 35 years). The forecasts for the voters’ electoral preferences were obtained as a result of the survey.

The political system of Russia based on the separation of powers can be considered formed. In the modern Russia, parliamentarism of the last century quarter evolves not only as the professional sphere of the organization and activities, but as an institution and improvement tool of the political system. However, the deputy activities as well as ministering to the representative corps, and as any other professional sphere, do require the special training. A new manual for the representatives of the legislative branch is considered in the article.

В начале февраля этого года руководством страны оглашена «Стратегия развития информационного общества в Российской Федерации» (от 7.02.2008 г. № Пр-212). В представленной доктрине обозначены ориентиры повышения технологического уровня производства, включая сферу деятельности государственного аппарата. Пятый год в структуре Российской академии государственной службы при Президенте Российской Федерации (РАГС) работает Институт дистанционного обучения, в круг деятельности которого входят адаптация новых информационных технологий (IT) и применение современных аппаратных средств для модернизации учебного процесса при обучении, профессиональной переподготовке и повышении квалификации государственных и муниципальных служащих.
