The article discusses the impact of the creative realization factor on the formation of the city image. The conclusion about the interconnection between the above- mentioned factor and the territory development dynamics is made by the author during the research. On the one hand, the higher the development level of the city, the more opportunities for the creative realization for its residents do exist, on the other hand, the creative realization of the citizens is one of the most important factors of the positive development dynamics of the territory. Thus, to ensure the growth potential of cities it is important not only to improve the conditions for satisfaction of the basic needs but also the imagegenerating factors including the creative realization possibilities, the absence of which inevitably leads to the out-migration.

The theme of the article relates the formation of the city's image as a factor in its socio-economic development. The influence of the image of the city to achieve the objectives of its socio-economic development is considered, on the example of Barnaul (Altai Territory). The research shows that in order to achieve its goals and achieve the perspectives of socio-economic development of the city it is imperative to assign tasks for the improvement of the city image. This factor will facilitate a more efficient realization of various kinds of goals. During the research of this paper, the author developed a technique in the formation of the image of the city. One of its key aspects is the analysis of conformity of the image with the objectives and tasks of its socio-economic development. This matrix was developed as an «objectives/ image» considered approach. On the basis of the proposed matrix the image correction is made in accordance with the objectives and tasks of the socio-economic development of the city, taking into account the needs, demands and expectations of consumers and citizens. The image of a city is, on the one hand, a mirror reflecting its socio-economic development and on the other hand - the driving force of its development. Moreover, the attractive image of the city can either be a separate driving force (as a competitive advantage), which can amplify all the other competitive advantages of the city. In an alternative measure, the negative image of the city reduces the significance of all its advantages. This factor is due to the subjective perceptions of socio-economic development by «consumers of the city». In other words, the emotional perceptions of competitive advantages and disadvantages can greatly change the emerging image of the city.
